SCI Muncy State Prison
SCI Muncy is operated by the Pennsylvania Department of Corrections. It is a medium and maximum security institution for adult female inmates at 6454 Route 405 in Muncy. The facility is physically in Lycoming County, but it does not hold the same population as Lycoming County Prison. County jail custody is local and usually tied to arrest, bail, court action, local sentences, or holds. SCI Muncy custody is state prison custody for people sentenced or processed through PA DOC.
The official DOC page says SCI Muncy began in 1913 as an Industrial Home for Women under the Pennsylvania Department of Public Welfare and became part of the Bureau of Corrections as the State Institution at Muncy in 1953. The page lists Superintendent William Frantz, Deputy Superintendent for Facilities Management Nicole McKee, Business Manager Cynthia Troup, and Superintendent's Assistant Mary Bournonville. Leadership details are useful for context, but inmate search and family services still run through statewide DOC systems.
SCI Muncy is especially important because it is the diagnostic and classification point for female DOC inmates entering the state system. DOC states that the process can take weeks to months and evaluates health care needs, psychological needs, treatment needs, and security level before a home facility is assigned. Female inmates may later be housed at SCI Muncy or SCI Cambridge Springs.
SCI Muncy Population
The PA DOC monthly population report gives the clearest current population figures for SCI Muncy. As of May 31, 2026, the report listed SCI Muncy with institution population of 1,076 and capacity of 1,643, or 65.5 percent of capacity. The same report listed a physically present total of 1,065, plus one local hospital count and ten authorized temporary absences. These are state prison figures, not Lycoming County jail figures.
DOC also reported statewide institution totals of 37,972 population against 45,354 capacity, or 83.7 percent, as of the same date. Those statewide figures help place SCI Muncy in context. The prison is located in Lycoming County, but its population comes from around Pennsylvania. A person convicted in another county can be housed at SCI Muncy, and a person arrested in Lycoming County may never be housed there unless state classification or sentencing sends them there.

Lookup SCI Muncy Inmates
Use the PA DOC locate an inmate or parolee service or the PA DOC Inmate and Parolee Locator for SCI Muncy. The DOC locator covers state-sentenced inmates and parolees. It does not include people in Lycoming County Prison, people in another state's custody, or private details. DOC says the locator is updated daily and that other personal information may be self-reported and not independently verified.
- Open the PA DOC Inmate and Parolee Locator.
- Search by inmate number if known, or use last name and first name to narrow common names.
- Check whether the profile shows SCI Muncy as the current facility or shows parole status.
- Use DOC visitation, mail, and money pages after confirming the person is in PA DOC custody.
| Search field | Use | Notes |
|---|---|---|
| Last name | Main name search | Required if no inmate number is used |
| Inmate number | Exact search | Best identifier when known |
| First name | Name narrowing | Useful for common last names |
| Personal details | Optional filters | DOC warns some details may be self-reported |

Do not use the county VINE route as the main SCI Muncy search unless the question is whether someone is still in local custody before a possible state transfer.
SCI Muncy Contact
SCI Muncy contact questions should go through PA DOC systems or the facility phone number. A county clerk, sheriff, or county jail cannot approve state prison visits, change DOC mail rules, or move funds into a DOC account. If a person recently moved from county jail to state custody, verify the transfer in the DOC locator before sending mail or money.
SCI Muncy
6454 Route 405
Muncy, PA 17756
570-546-3171
Operator: Pennsylvania Department of Corrections
The facility is east of Williamsport in Muncy. It is part of the state prison system, so Lycoming County Prison's downtown Williamsport address, county kiosk, TextBehind jail mail route, and county visitor rules do not apply to SCI Muncy.
SCI Muncy Visitation
SCI Muncy visitation uses the PA DOC Inmate Visitation System, often called IVS. A visitor must have an IVS account and must be on the inmate's authorized visitor list. DOC says in-person visits must be scheduled at least two days ahead. The state allows up to four in-person visits per month, including one weekend visit, with up to four visitors at a visit and at least one hour guaranteed.
DOC also allows free video visits, up to six per month, with up to six visitors joining. Video visits are still governed by DOC rules and scheduling. The county jail's visitor list, arrival windows, and lobby rules do not control SCI Muncy visitation because SCI Muncy is state prison custody.
| Visit type | DOC rule | Practical note |
|---|---|---|
| In-person | Scheduled through IVS at least two days ahead | Visitor must be approved and on the authorized list |
| Monthly in-person limit | Up to four visits | Includes one weekend visit |
| In-person visitors | Up to four visitors per visit | DOC rules and facility approval still apply |
| Video visits | Up to six free visits per month | Up to six visitors may join |
The DOC visitation scheduling page explains IVS accounts, visitor-list approval, in-person visits, and video visits.
Use the DOC visit system only after the locator confirms the person is in state custody and eligible for visits.
SCI Muncy Mail Money
SCI Muncy mail uses the PA DOC statewide mail process, not the Lycoming County Prison TextBehind address. The research states that inmate mail goes through Smart Communications/PADOC, with the inmate name, inmate number, institution, and P.O. Box 33028 in St. Petersburg, Florida. Use the DOC inmate number from the locator to reduce mail problems. Legal or special mail may have separate DOC rules, so use the current DOC contact page when the type of mail matters.
Money for SCI Muncy follows the PA DOC send money service. Do not use the Lycoming County Prison lobby kiosk, county ConnectNetwork listing, or county GettingOut tablet account for a state prison inmate unless DOC specifically directs that route. County and state correctional accounts are separate systems.
| Service | Provider or system | Detail |
|---|---|---|
| Inmate mail | Smart Communications/PADOC | Inmate Name/Inmate Number, Institution, P.O. Box 33028, St. Petersburg, FL 33733 |
| Money deposits | PA DOC money service | Use DOC instructions for state inmates |
| Visits | DOC IVS | Approval and scheduling required |
| County jail services | Not the SCI Muncy route | County kiosk and jail mail rules apply to Lycoming County Prison, not SCI Muncy |
SCI Muncy Classification
SCI Muncy does not perform county street-arrest booking. Its intake role is state reception and classification for female DOC inmates. Classification means DOC reviews health care needs, psychological needs, treatment needs, custody level, and security concerns before assigning a home facility. The process may take weeks to months. A person may arrive after sentence, transfer, parole violation action, or other DOC movement.
That difference is important for record searches. A county jail booking may show arrest and pretrial custody. A DOC record shows state custody or parole status after a person enters the state correctional system. Court dockets remain the source for charges, convictions, sentence orders, and docket events. If the person may still be in local custody, search the Lycoming County Prison route before assuming a DOC transfer occurred.

The research lists a PA Correctional Industries garment shop with about 43 inmate workers, community work crews, a reentry service office, adult basic education, GED, Commonwealth Secondary School Diploma, special education, and college coursework through Bloomsburg University and Bucknell University. Vocational programs include automotive, business education, machine shop, restaurant trades, flagging certification, fiber optics, and cosmetology.
Program names listed in the research include Victim Awareness, Pathway to Success, Money Smart, Moving On, Living Safely Without Violence, Back on Track Inside, Impact of Crime, Health and Wellness, alcohol and other drug programming, Parenting, and Technical Parole Violator programming. Facility features include 30 acres inside the perimeter, 763 outside, 75 operational structures, and 16 housing units with both cell and dormitory styles.
The official SCI Muncy facility page is the facility-specific DOC source for the state prison details summarized here.
Those state program details help distinguish SCI Muncy from the county jail and the county Pre-Release Center.
Note: Confirm state custody in the DOC locator before using SCI Muncy visitation, mail, or money instructions.
